requests limited powers of free conference and contingent upon being                                
granted limited powers, the Committee agrees on the following

       Insert "whenever they are eligible for coverage under 42                                     
      USC 1396a(a)(10)(A)(ii)(XVIII) if they apply for the                                          
      assistance before the date that is two years after the effective
